Kanuna g\u00f6re, e\u011fitim \u00f6\u011fretim hizmetlerini y\u00fcr\u00fcten \u00f6\u011fretmenlerin se\u00e7ilmeleri, yeti\u015ftirilmeleri, atanmalar\u0131, haklar\u0131, \u00f6dev ve sorumluluklar\u0131, kariyer basamaklar\u0131nda ilerlemeleri ve \u00f6\u011fretmenlik mesle\u011fine ili\u015fkin di\u011fer hususlar ile Akademinin kurulmas\u0131, g\u00f6revleri, te\u015fkilat yap\u0131s\u0131 ve personeline ili\u015fkin konular d\u00fczenleniyor.
Kanunla, \u00f6\u011fretmenlerin huzur ve g\u00fcven ortam\u0131nda g\u00f6revlerinin icras\u0131 i\u00e7in e\u011fitimcilere kar\u015f\u0131 g\u00f6revleri sebebiyle i\u015flenen \u015fiddet su\u00e7lar\u0131na kar\u015f\u0131 yeni yapt\u0131r\u0131mlar getirildi.
Kanunla e\u011fitimcilere y\u00f6nelik \u015fiddet su\u00e7lar\u0131n\u0131n cezalar\u0131 y\u00fczde 50 art\u0131r\u0131ld\u0131 ve \u015fiddet su\u00e7u i\u015fleyenlerin tutuksuz yarg\u0131lanmas\u0131n\u0131n \u00f6n\u00fcne ge\u00e7ildi.
\u00d6\u011fretmen olarak g\u00f6rev yapanlara \u00f6\u011fretmenlikte ve\/veya uzman \u00f6\u011fretmenlikte 20 y\u0131l hizmet s\u00fcresini tamamlamalar\u0131 halinde do\u011frudan ba\u015f\u00f6\u011fretmenli\u011fe ba\u015fvuru hakk\u0131 getirildi. Bu d\u00fczenlemeyle yakla\u015f\u0131k 300 bin \u00f6\u011fretmen uzman ve ba\u015f\u00f6\u011fretmenlik i\u00e7in hak kazand\u0131.
Kanunun en \u00f6nemli maddelerinden birisi de Milli E\u011fitim Akademisi\u2019nin kurulmas\u0131 oldu.
Buna g\u00f6re, \u00f6\u011fretmen adaylar\u0131n\u0131n mesle\u011fe haz\u0131rlanmas\u0131, \u00f6\u011fretmen, y\u00f6netici ve di\u011fer personelin mesleki geli\u015fimi ve g\u00f6revde y\u00fckselmeleri i\u00e7in e\u011fitim programlar\u0131n\u0131n haz\u0131rlanmas\u0131n\u0131, uygulanmas\u0131n\u0131 ve de\u011ferlendirmesini MEB\u2019e ba\u011fl\u0131 kurulan Milli E\u011fitim Akademisi yapacak.
Akademi, \u00f6\u011fretmen, y\u00f6netici ve di\u011fer personelin sahip olmas\u0131 gereken yeterliklerini belirleyecek ve geli\u015fen \u015fartlara g\u00f6re g\u00fcncelleyecek. \u00d6\u011fretmenlere, \u00f6\u011fretmenlik mesle\u011finin gerektirdi\u011fi bilgi, beceri, tutum ve de\u011ferler ile dijital yeterlikleri kazand\u0131racak e\u011fitim faaliyetleri planlay\u0131p uygulayacak.

\u00d6\u011frencilerin beceri ve yeteneklerinin daha erken ya\u015flarda ke\u015ffedilip yetenekleri do\u011frultusunda uygun e\u011fitim s\u00fcrecinin planlanmas\u0131n\u0131n hedeflendi\u011fi ve ortaokulda \u00f6\u011frenim g\u00f6ren \u00f6\u011frencilerin kabul edildi\u011fi mesleki ve teknik Anadolu liseleri b\u00fcnyesindeki \u201cmeslek ortaokullar\u0131\u201d Bursa, Sivas, Konya ve Burdur\u2019da a\u00e7\u0131ld\u0131.
MEB, mesleki ve teknik e\u011fitim alan\u0131nda kalitenin daha da art\u0131r\u0131lmas\u0131 amac\u0131yla bu y\u0131l 6 ilde 15 sekt\u00f6rel m\u00fckemmeliyet merkezi kurdu.

T\u00fcrkiye\u2019nin TIMSS 2023\u2019te t\u00fcm d\u00f6ng\u00fclerde, hem puanlarda hem de s\u0131ralamalarda ba\u015far\u0131 g\u00f6steren 5 \u00fclkeden biri olmas\u0131 ulusal ve uluslararas\u0131 d\u00fczeyde dikkati \u00e7ekti.
Ara\u015ft\u0131rmada, 4\u2019\u00fcnc\u00fc s\u0131n\u0131f fen bilimleri alan\u0131nda 570 ortalama puan ile OECD \u00fcyesi \u00fclkeler aras\u0131nda 2. olan T\u00fcrkiye, Avrupa\u2019da ise birinci oldu.
T\u00fcrkiye, TIMSS 2023\u2019te 8\u2019inci s\u0131n\u0131f fen bilimleri alan\u0131nda 530 ortalama puan\u0131 hem uluslararas\u0131 fen bilimleri ortalamas\u0131n\u0131 ge\u00e7ti hem de puan\u0131 en y\u00fcksek ilk 7 \u00fclke aras\u0131na girdi. Bu alanda OECD \u00fcyesi \u00fclkeler aras\u0131nda 5\u2019inci s\u0131raya y\u00fckselen ve puan\u0131n\u0131 en fazla art\u0131ran \u00fclke olan T\u00fcrkiye, Avrupa\u2019da \u00fc\u00e7\u00fcnc\u00fc oldu.
TIMSS 2023\u2019te 4\u2019\u00fcnc\u00fc s\u0131n\u0131f matematik alan\u0131nda T\u00fcrkiye, TIMSS 2019\u2019da 523 olan ortalama puan\u0131n\u0131 30 art\u0131rarak 553 puana ula\u015ft\u0131.
Bu ortalama puan ile OECD \u00fcyesi \u0130ngiltere, Polonya, \u0130rlanda, Hollanda ve Norve\u00e7 gibi \u00fclkeleri geride b\u0131rakarak 4\u2019\u00fcnc\u00fc olan T\u00fcrkiye, t\u00fcm \u00fclkeler aras\u0131nda puan\u0131n\u0131 en fazla art\u0131ran \u00fclke olmas\u0131n\u0131n yan\u0131 s\u0131ra Avrupa \u00fclkeleri aras\u0131nda da 2\u2019nci s\u0131rada yer ald\u0131.
Ara\u015ft\u0131rmada, T\u00fcrkiye, 8\u2019inci s\u0131n\u0131f matematik alan\u0131nda ise 509 ortalama puan alarak TIMSS uygulamalar\u0131nda ilk kez \u00f6l\u00e7ek orta noktas\u0131 olan 500 puan\u0131 ve TIMSS uluslararas\u0131 ortalama puan\u0131n\u0131 ge\u00e7ti.

Buna g\u00f6re, ilkokul, ortaokul ve liselerde \u00f6\u011frenciler i\u00e7in okul k\u0131yafeti, okul-aile birli\u011fi y\u00f6netim kurulunun ve ikinci d\u00f6nem ba\u015f\u0131nda yap\u0131lacak \u00f6\u011fretmenler kurulunda \u00f6\u011fretmenlerin de g\u00f6r\u00fc\u015f\u00fc al\u0131narak \u00f6zel i\u015faret, bask\u0131 ve desen gibi k\u0131s\u0131tlay\u0131c\u0131 ayr\u0131nt\u0131lara yer verilmeden okul m\u00fcd\u00fcrl\u00fc\u011f\u00fcnce belirlenecek.
