\u00a0Ula\u015ft\u0131rma ve Altyap\u0131 Bakan\u0131 Abdulkadir Uralo\u011flu, Japonya\u2019da iki u\u00e7a\u011f\u0131n \u00e7arp\u0131\u015fmas\u0131 sonucu ya\u015fanan b\u00fcy\u00fck kazay\u0131 \u00f6rnek g\u00f6stererek bu konuda T\u00fcrkiye\u2019deki havalimanlar\u0131nda gerekli \u00f6nlemlerin al\u0131nd\u0131\u011f\u0131n\u0131 bildirdi. Bakan Uralo\u011flu, havalimanlar\u0131nda g\u00f6rev yapan Havaliman\u0131 Kurtarma ve Yang\u0131nla M\u00fccadele (ARFF) birimlerinin ald\u0131klar\u0131 e\u011fitimlerle ya\u015fanmas\u0131 muhtemel yang\u0131n ve ya\u015fanabilecek di\u011fer olumsuzluklara y\u00f6nelik d\u00fczenli olarak tatbikatlar ger\u00e7ekle\u015ftirdi\u011fini belirterek, \u201cEkiplerimiz b\u00fct\u00fcn tatbikatlar\u0131 ba\u015far\u0131 ile tamamlayarak her t\u00fcrl\u00fc olumsuzlu\u011fa kar\u015f\u0131 g\u00f6reve haz\u0131r olduklar\u0131n\u0131 g\u00f6sterdiler\u201d dedi. Bakan Uralo\u011flu yapt\u0131\u011f\u0131 a\u00e7\u0131klamada, Japonya\u2019da iki u\u00e7a\u011f\u0131n \u00e7arp\u0131\u015fmas\u0131 sonucu ya\u015fanan b\u00fcy\u00fck kaza ve sonras\u0131nda meydana gelen yang\u0131na vurgu yaparken, Devlet Hava Meydanlar\u0131 \u0130\u015fletmesi (DHM\u0130) taraf\u0131ndan i\u015fletilen havalimanlar\u0131nda g\u00f6rev yapan Havaliman\u0131 Kurtarma ve Yang\u0131nla M\u00fccadele (ARFF) birimlerinin, 2023 y\u0131l\u0131nda t\u00fcm havalimanlar\u0131nda bir\u00e7ok tatbikat ger\u00e7ekle\u015ftirdi\u011fini ve bu tatbikatlarda ve ald\u0131klar\u0131 e\u011fitimlerle gece g\u00fcnd\u00fcz g\u00f6reve haz\u0131r olduklar\u0131n\u0131 s\u00f6yledi.\n

2023 y\u0131l\u0131nda t\u00fcm havalimanlar\u0131nda bu kapsamda bir\u00e7ok tatbikat ger\u00e7ekle\u015ftirildi\u011fine vurgu yapan Bakan Uralo\u011flu, \u201cEkiplerimizce yap\u0131lan ate\u015fli yang\u0131n tatbikatlar\u0131, acil durum tatbikatlar\u0131 ve di\u011fer \u00f6zel tatbikatlar ba\u015far\u0131yla tamamland\u0131. Ate\u015fli yang\u0131n tatbikatlar\u0131nda, havalimanlar\u0131nda meydana gelebilecek u\u00e7ak kazalar\u0131 veya yang\u0131nlar\u0131 gibi acil durumlarda ARFF birimlerinin m\u00fcdahale kabiliyeti test edildi. Tatbikatlarda, yang\u0131n\u0131n s\u00f6nd\u00fcr\u00fclmesi, kazazedelere m\u00fcdahale edilmesi ve tahliye i\u015flemleri gibi unsurlar ba\u015far\u0131yla ger\u00e7ekle\u015ftirildi. Bu tatbikatlar\u0131n ne kadar \u00f6nemli oldu\u011fu Japonya\u2019da ya\u015fanan u\u00e7ak kazas\u0131 ile bir kez daha ortaya \u00e7\u0131kt\u0131\u201d ifadelerine yer verdi.\nAcil durumlarda ARFF ekipleri m\u00fcdahaleye haz\u0131r\n
Acil durum tatbikatlar\u0131nda ise, havalimanlar\u0131nda meydana gelebilecek ter\u00f6r sald\u0131r\u0131lar\u0131, do\u011fal afetler veya di\u011fer acil durumlara m\u00fcdahale senaryolar\u0131n\u0131n uyguland\u0131\u011f\u0131n\u0131 kaydeden Bakan Uralo\u011flu, \u201cTatbikatlarda, ARFF birimlerinin yan\u0131 s\u0131ra di\u011fer ilgili kurum ve kurulu\u015flar\u0131n da koordineli bir \u015fekilde \u00e7al\u0131\u015fmas\u0131 sa\u011fland\u0131. Ger\u00e7e\u011fe yak\u0131n senaryolar do\u011frultusunda ger\u00e7ekle\u015ftirilen tatbikatlarla, ARFF birimlerinin ve havalimanlar\u0131n\u0131n reaksiyonlar\u0131 \u00f6l\u00e7\u00fclerek edinilen deneyim ve tecr\u00fcbeler \u0131\u015f\u0131\u011f\u0131nda acil durumlara kar\u015f\u0131 7\/24 haz\u0131rl\u0131kl\u0131 olunmas\u0131 ama\u00e7lanmaktad\u0131r. B\u00fct\u00fcn havalimanlar\u0131m\u0131zda ger\u00e7ekle\u015ftirilen tatbikatlarda ARFF birimlerimiz ve havalimanlar\u0131m\u0131z acil durumlara kar\u015f\u0131 haz\u0131rl\u0131kl\u0131 olduklar\u0131n\u0131 g\u00f6sterdiler\u201d a\u00e7\u0131klamas\u0131nda bulundu.\n
Son 21 y\u0131lda, di\u011fer faaliyet alanlar\u0131nda oldu\u011fu gibi, ARFF hizmetlerinde de k\u00fcresel \u00f6l\u00e7ekte iddial\u0131 bir kurulu\u015f haline gelen Devlet Hava Meydanlar\u0131 \u0130\u015fletmesi\u2019nin ileri teknoloji kurtarma, yang\u0131n s\u00f6nd\u00fcrme sistemlerine sahip filosunu g\u00fc\u00e7lendirmeye devam etti\u011fini de ifade eden Uralo\u011flu, \u015fu ifadelere yer verdi: \u201cYolcu g\u00fcvenli\u011fi ve u\u00e7u\u015f emniyetini \u00f6n planda tutan bir anlay\u0131\u015fla yap\u0131lan \u00e7al\u0131\u015fmalarla; 2002 y\u0131l\u0131nda DHM\u0130 ARFF filosunda 280 adet yang\u0131nla m\u00fccadele arac\u0131 bulunurken, 2024\u2019de s\u00f6z konusu ara\u00e7 say\u0131s\u0131 521\u2019e y\u00fckseldi. 2012\u2019de havalimanlar\u0131nda 750 ARFF memuru g\u00f6rev yaparken 2024 y\u0131l\u0131nda bu say\u0131 1.800\u2019\u00fc a\u015fm\u0131\u015f durumda. ARFF ekiplerimiz Uluslararas\u0131 Sivil Havac\u0131l\u0131k Te\u015fkilat\u0131 (ICAO)\u2019n\u0131n standart ve \u00f6nerileri do\u011frultusunda s\u00fcrekli e\u011fitimden ge\u00e7irilmektedir. \u015eunu iddial\u0131 bir \u015fekilde s\u00f6yleyebiliriz ki; ARFF ekiplerimiz, uluslararas\u0131 standartlar\u0131n \u00fczerinde ald\u0131klar\u0131 e\u011fitim ve sahip olduklar\u0131 ileri teknoloji \u00fcr\u00fcn\u00fc ara\u00e7 filolar\u0131yla Avrupa\u2019n\u0131n ve d\u00fcnyan\u0131n en iyi ARFF ekipleri aras\u0131nda yer almaktad\u0131r.\u201d\n
Bakan Uralo\u011flu ayr\u0131ca, 2023 y\u0131l\u0131nda DHM\u0130\u2019nin, Hava Trafik Hizmetleri elektronik altyap\u0131s\u0131n\u0131 olu\u015fturan Haberle\u015fme, Seyr\u00fcsefer, Radar ve Hava Trafik Y\u00f6netimi sistemlerinin temin, tesis ve bak\u0131m-onar\u0131m \u00e7al\u0131\u015fmalar\u0131na b\u00fcy\u00fck hassasiyetle devam etti\u011fini; yap\u0131lan \u00e7al\u0131\u015fmalar ile T\u00fcrk hava sahas\u0131n\u0131n daha \u00f6nce olmad\u0131\u011f\u0131 kadar emniyetli ve modern hale geldi\u011fini bildirdi.
Bu kapsamda 8\u00a0\u00a0Aletli \u0130ni\u015f Sistemi (ILS),\u00a0\u00a011 adet u\u00e7aklara y\u00f6n ve mesafe bilgisi veren, VHF frekans\u0131nda \u00e7al\u0131\u015fan \u00e7ok y\u00f6nl\u00fc radyo seyr\u00fcsefer istikamet cihaz\u0131\/mesafe \u00f6l\u00e7\u00fcm cihaz\u0131 (DVOR\/DME) sistemi, 1070 hava\/yer ve yer\/yer telsiz sistemi, 3 adet ikincil g\u00f6zetim radar\u0131 (SSR) ve 2 adet birincil g\u00f6zetim radar\u0131 (PSR) sistemi i\u00e7in temin et\u00fctleri ve \u00e7al\u0131\u015fmalar\u0131na ek olarak kurulu\u015fta kullan\u0131lan test ve \u00f6l\u00e7\u00fc aletlerinin kalibrasyon hizmetlerinin ger\u00e7ekle\u015ftirildi\u011fini ifade eden Uralo\u011flu, \u201cKurulu\u015f b\u00fcnyesinde, u\u00e7aklar\u0131n radara ba\u011f\u0131ml\u0131 olmadan konum tespitinin yap\u0131lmas\u0131na olanak sa\u011flayan otomatik ba\u011f\u0131ml\u0131 g\u00f6zetim (ADS-B) al\u0131c\u0131 cihaz\u0131n\u0131n yerli \u00fcretiminin test \u00e7al\u0131\u015fmalar\u0131 y\u00fcr\u00fct\u00fcl\u00fcrken, MGR (Mill\u00ee G\u00f6zetim Radar\u0131),\u00a0\u00a0mill\u00ee ATC (Hava Trafik Kontrol sistemi) ve mill\u00ee multilaterasyon (MLAT) AR-GE \u00e7al\u0131\u015fmalar\u0131na destek verildi.\u201d a\u00e7\u0131klamas\u0131nda bulundu.\n
Kurulu\u015f taraf\u0131ndan yerli ve mill\u00ee imk\u00e2nlarla yeni versiyonu geli\u015ftirilen Sesli-Otomatik Terminal Bilgi Hizmeti (V-ATIS)\u2019nin KKTC Ercan Havaliman\u0131 d\u00e2hil 20 havaliman\u0131na, Dijital-Otomatik Terminal Bilgi Hizmeti (D-ATIS)\u2019nin ise 6 havaliman\u0131na kurulumlar\u0131n\u0131n ger\u00e7ekle\u015ftirildi\u011fini belirten Uralo\u011flu, \u201cYurt \u00e7ap\u0131ndaki 31 adet RADAR, 74 adet Aletli \u0130ni\u015f Sistemi (ILS), 76 adet VHF Frekans\u0131nda \u00c7al\u0131\u015fan \u00c7ok Y\u00f6nl\u00fc Radyo Seyr\u00fcsefer \u0130stikamet Cihaz\u0131 (VOR\/DVOR), 153 adet Mesafe \u00d6l\u00e7\u00fcm Cihaz\u0131 (DME), 68 adet Y\u00f6nlendirilmemi\u015f Radyo Bik\u0131n\u0131 (NDB), 42 adet Ses Haberle\u015fme Sistemi (VCS), 35 adet Otomatik Terminal Bilgi Hizmeti (ATIS) sisteminin bak\u0131m-onar\u0131m \u00e7al\u0131\u015fmalar\u0131 da yerine getirildi.\u201d dedi.\nYenileme \u00e7al\u0131\u015fmalar\u0131 ile hava trafik emniyeti art\u0131yor\n
\u00a0Haberle\u015fme, seyr\u00fcsefer, radar ve hava trafik y\u00f6netimi sistemlerinin, temin, tesis ve bak\u0131m-onar\u0131m \u00e7al\u0131\u015fmalar\u0131n\u0131n, hava seyr\u00fcsefer emniyetinin sa\u011flanmas\u0131nda son derece \u00f6nemli bir rol oynad\u0131\u011f\u0131n\u0131 kaydeden Uralo\u011flu, \u201cPilotlar ve hava trafik kontrol\u00f6rleri taraf\u0131ndan birincil \u00f6ncelikle kullan\u0131lan bu sistemler, hava ara\u00e7lar\u0131n\u0131n emniyetli bir \u015fekilde seyr\u00fcsefer yapabilmesine olanak sa\u011fl\u0131yor. Uralo\u011flu, DHM\u0130\u2019nin sivil havac\u0131l\u0131k sekt\u00f6r\u00fcnde yenilik\u00e7i bir yakla\u015f\u0131m sergiledi\u011fine dikkati \u00e7ekerek, \u201cBu kapsamda, elektronik altyap\u0131n\u0131n yan\u0131 s\u0131ra, kurulu\u015f b\u00fcnyesinde g\u00f6rev yapan lisansl\u0131 havac\u0131l\u0131k personelinin e\u011fitiminden, havalimanlar\u0131n\u0131n g\u00fcvenli\u011fine kadar \u00e7e\u015fitli alanlarda yenilik \u00e7al\u0131\u015fmalar\u0131 y\u00fcr\u00fct\u00fcl\u00fcyor.
